Change password at next logon

When having users log on to domain I am forcing a user to
change password at next logon and they are getting access denied! It's wierd because it is not happening to everyone just some. I have verified that the "password never expires"and /or "user can't change password" is NOT checked. Can anyone assist with this please??
 
If it is happening to some user and not others it could be they are trying to use the same password.
